Putin to contemplate recognising rebel-held Ukrainian areas as impartial states – BBC Information
In a gathering with the Russian safety council, Vladimir Putin has requested for the separatist Donetsk and Luhansk “individuals’s republics” to be recognised as impartial states.

Russia-backed rebels in these areas – situated in Ukraine’s jap Donbas area – have been preventing the Ukrainian army since 2014 however Moscow has not formally recognised their self-declared republics.

Ukraine and the West concern that if this occurs, it may lead Moscow to overtly ship army forces into the world.
