President Joe Biden told Israeli Prime Minister Benjamin Netanyahu in a call on Sunday morning that the Rafah incursions shouldn’t go ahead without “a credible and executable plan” to ensure the safety of the more than 1 million people sheltering there. NBC News’ Matt Bradley reports.
